To provide more comprehensive and coherent support for vulnerable youth, so-called one stop shops have been developed across Europe whereby multi-professional teams deliver integrated services to youth. By combining different professions and branches of the welfare system, "integrating all relevant services for young people, including social, health, family and housing services, makes support more accessible, more user-friendly, and more customer-focussed." (DG Employment 2018, Activation measures for young people in vulnerable situations). Yet despite large-scale efforts, multi-professional services across Europe continue to encounter considerable challenges relating to forming, managing and coordinating their teams and providing truly integrated services, due to a lack of the competencies among staff to navigate and coordinate these complex structures. This was has been underlined by the ESF Youth Employment Thematic Network Sharing Paper No. 1 March 2017, wherein the need for targeted measures to form and coordinate staff from different professional backgrounds was seen a key learning.

The project addresses the need for a new Coordinator function able to fill the competence gaps, by identifying the competencies required to work in a multi-professional environment with integrated services for youth. These are key competencies that go beyond what professional staff have learnt in their previous training - specific to working in, coordinating, and offering services to clients through multi-professional co-localized teams. This need as defined by the project partners and other organizations exists across Europe but is most pressing in those member states that have achieved a high intensity of cross-sector collaboration and integration of services. Taken together this allows the project to develop a professional profile and concomitant curriculum responding to concrete needs and transferable across national contexts yet sensitive to local and national variations in institutional set- up and culture.

The partner consortium consists of a number of key actors in the member states, and the macro-region ensuring an output of cross-border relevance, with high educational quality, addressing concrete local and national needs

The lead partner, Norden association has an extensive network in the field of youth, education and labour market integration due to its dual role of platform manager for the Knowledge Platform Integrate NEETs, and as Policy Area Coordinator for the Policy Area Education in the EU Strategy for the Baltic Sea Region

The partner consortium further consists of two VET providers, JAMK University of Applied Sciences in Finland and VIA University College in Aarhus, with extensive experience of professional education in the youth guidance field, and involvement in Erasmus+ projects relating to the development and professionalisation of integrated service delivery.

Additionally, the partnership includes three guidance centres Alytus Karjeras (through UZT as its principal) Östersund Navigator, and Ohjaamo Jyväskylä, as well as Local Government Denmark which acts as national coordinator of youth guidance in Denmark.

Participants in activities will be local and national stakeholders in the field of youth guidance. The training program test will involve guidance staff from social work, youth guidance, health care and employment office.

The project is divided into four phases, each with the following result:

Phase 1 - Inventory, Analysis and Profile description - Defining the profession of Coordinator in Multi-professional Youth Guidance Centres, and its key competencies

Phase 2 - Curriculum - Developing a Coordinator Training programme curriculum, with ECVET validation, consisting of modules based on key competencies identified in phase 1 Phase 3 - Training program test run - Testing the curriculum through a one year training program (ECVET validated)

Phase 4 - Evaluation, revision and dissemination - Presenting an evaluated and revised Coordinator competence profile and curiculum, and sharing it to relevant stakeholders The results of the project are

- Defined and strengthened profession of Coordinator in multi-professional Youth Guidance Centres - Identified key competencies required for the Coordinator function

- Developed a Coordinator Training program curriculum consisting of modules based on key competencies, with ECVET validation.

- Have 20 trained Coordinators across the partner countries

- Spread awareness of the curriculum to stakeholders in youth guidance in member state

The project will contribute to enhance capacity to manage multi-institutional/multi-professional teams and to deliver quality services to youth in vulnerable situations, fostering transnational learning between the “Youth Guidance Centres”.

Long term benefits include increased trust in public institutions among vulnerable youth, improved labour market transition in accordance with the Europe 2020 goals.

Background and Experience

Please briefly present the organisation/group (e.g. its type, scope of work, areas of activity and if applicable, approximate number of paid/unpaid staff, learners and members of the group)

The Norden Association is an NGO founded in 1919 with the aim to promote and support cooperation between the countries in the Nordic region (Norden). The countries are Denmark, Finland, Iceland, Norway and Sweden. The Norden Associations scope of work is broad and covers most policy areas but with a specific focus on education and labour market. Even though being an NGO the Norden Association is on the Swedish state budget, under the Ministry for Foreign Affairs. Approximately 50% of the yearly turnover of the Norden

Association origins from the State budget. The Norden Association is a membership organisation with 13 000 individual members organised in 120 local branches. Besides individual members the Norden Association has 400 school and library members and 60 supporting members (companies/NGOs/institutions). The head office is located to Stockholm with 10 employees working full-time. The Norden Association has three regional offices in Gothenburg, Umeå and in Luleå. The activities offered by the Norden Association are capacity building with workshops and seminars, information about the Nordic cooperation and cooperation with neighbouring countries to different group of stakeholders (pupils, teachers, youth organisations, politicians, public servants), summer courses, conferences information campaigns etc. The Norden Association publish a magazine four times per year.

What are the activities and experience of the organisation in the areas relevant for this project? What are the skills and/or expertise of key persons involved in this project?

The Norden Association holds two positions within the EU Strategy for the Baltic Sea Region (EUSBSR): Policy Area Coordinator (PAC) for Policy Area Education (PA EDU) and Horizontal Action Coordinator (HAC) Horizontal Action Capacity (HA CAP). In addition, it is the managing organization of the Knowledge Platform Integrate NEETs gathering stakeholders from all member states collaborating to ensure an improved transition from education to the labour market for youth.

Through this dual capacity as PAC/HAC and as managing organization of the Knowledge Platform Intagrate NEETs, the Norden association is ideally placed to use the structures of the EUSBSR as an integrated framework that can address macro-region-wide, common challenges, by working at two levels simultaneously and mutually effecting each other:

- the policy level – by sustaining and deepening generative, multi-stakeholder policy dialogues across the region, and

- the implementation level, where existing and new policies get enacted and produce tangible impact ”on the ground”, by efforts of all types of actors gathered through the multi-level governance (MLG) principle inherent to the strategy, contributing to the same macro-regional objective.

The Norden Association is appointed to the positions of HAC and PAC Education by the EU Commission (DG REGIO) and the eight EU Member States in the Baltic Sea Region. The EUSBSR was launched in 2009 and the Norden Association was appointed in 2013. A macro-regional strategy (MRS) is an integrated framework endorsed by the European Council, to address common challenges faced by a defined geographical area relating to EU Member States and third countries in the same geographical area. With joined forces and

strengthened cooperation, contributing to achievement of economic, social and territorial cohesion there is tangible benefit for the whole region. MRS help stakeholders to make better use of the EU membership and to move closer to the EU, to be more cost-effective by sharing solutions rather than reinventing them in each country, by pulling resources together and finally helping to bring the European Union closer to its citizens.

The PA Education Action plan states as Action 1 "Preventing early school leaving and improving transition from school to work" ensuring that all young people are supported to achieve transition to working and adult life.

To address this Action a flagship has been established named School to Work (S2W), led by the Swedish Association of Local Authorities and Regions (SALAR) and proposed as associate partners in this application. Within the EUSBSR Flagships are strategic actions gathering relevant stakeholders from all levels of society in respons to shared challenges.

Flagships become ”the home” (‘containers’) for projects, chains of projects, processes, thematic groups and platforms – that together produce a much higher impact on the issue compared to single projects or project platforms. One of the two platforms in S2W is addressing the challenges related to youth NEET, called Knowledge Platform Integrate NEETs.

This patform is coordinated by the Norden Association. The Knowledge Platform, funded through the European Social Fund from 2017-2020, has established a number of Thematic Working Groups consisting of professionals in the fields of Education, Labour Market Integration, and Youth Work from public, private and non-profit stakeholders throughout the eight member states of the Baltic Sea Region. The needs analysis and ideation of this project is based to a large degree on the work and activities performed by the Platform and its members, led by the Norden Association.

Its extensive experience of leading transnational collaboration in the the field of labour market transition for youth, with particular focus on vulnerable groups, including NEETs will ensure effective project management and high quality of deliverables.

Its strategic role within the EUSBSR framwork will, in turn, contribute to the dissemination of project results and will make extensive use of its well-established network of stakeholders in the macro-region and beyond, and pursue synergies with Flagship activities throughout the project life-span.

The continuity of the EUSBSR framwork, the flagship and the Knowledge Platform is a guarantor for the dissemination, sustainability and continued development of project results.

Felix Schartner Giertta is the coordinator of this platform and proposed to be the project manager of this project.

Employment Service under the Ministry of Social Security and Labour is a budgetary authority.

Purpose is to implement employment support policy by helping jobseekers to get employment, to get necessary skills in order to compete in the labour market as well as helping jobseekers to find suitable job.

Key areas of activity:

- Provision of labour market services, implementation of the active labour market policy measures and employment enhancement programmes;

- Monitoring, evaluation and forecasting of the situation in the labour market;

- Administration and support for social enterprises;

- Implementation of vocational rehabilitation;

- Employment of foreigners in Lithuania;

- Ensuring social dialogue to promote employment, seeking balance in the labour market.

Employment service provides information and counselling (individual and in groups) services, assessment of employment opportunities, prepares individual actions plans, provided job mediation services (including preliminary selection of candidates to take the vacancy) as well as career guidance services. Active labour market measures organized by Employment service include vocational training, apprenticeship, internship and recognition of competence, supported employment, support for mobility, support for creation of new workplaces (including self-employment).

- Vocational guidance, career guidance (including at early stages at schools), information and counselling, motivational group counselling, evaluation of competencies, implementation of “first job” programme, preparation of CV, preparation for a job interview;

- Provision of job mediation services for young jobseekers, creating opportunities for summer jobs for schoolchildren and students;

Relevant experience in implementation of projects under the Youth guarantee:

- coordination of projects and interventions under Youth guarantee;

- cooperation with Department of youth affair in relation to early intervention measures for NEETs;

- organization of early intervention measures – psychological testing identifying future options (job, training or self-employment, work practice, testing of profession (shading), motivational camps, group counselling (training) related to social skills, including financial literacy, teamwork, leadership, stress management etc.;

- organization of subsequent intervention measures – active labour market policy measures.

As the result of cooperation with social partners (Employment service, Municipality, Department of youth affairs) youth Regional career guidance centre Karjeras was established in 2019, as a pilot one-stop-shop for providing career guidance services to youth.

As the result of cooperation with municipalities case management approach is applied providing services to jobseekers with multiple problems and labour market barriers.

The School of Professional Teacher Education provides both initial and continous education and training for guidance and counselling practitioners in different working environments, e.g. educational institutes, public and private employment service providers and One-Stop Guidance Centres »Ohjaamo«. One-Stop Guidance Centres, Ohjaamos, are places where young people under 30 years of age can get help and support in work, education and everyday life related issues. During the last four years the School has been coordinator or partner in several national projects which have been providing training for Ohjaamo personnel. The contents of these trainings include e.g. principles of interdisciplinary teamwork, basics of career guidance and counselling, and supporting the the development of clients' career management skills. Because the professional backgrounds of the participants vary a lot, all the trainings have been tailor-made to suit to the needs of each Ohjaamo.

Seija Koskela, Senior Lecturer

Seija Koskela (PhD) works as a Senior Lecturer in Career Counselling Education at the School of Professional Teacher Education of JAMK University of Applied Sciences in Jyväskylä, Finland. Her main responsibility is training future career guidance and counselling professionals. In addition, she works as an expert in several international projects in the field of guidance and counselling. Her other key areas of expertise include curriculum development and developing multidisciplinary teamwork within organizations.

Specializing in career guidance and counselling, Seija Koskela obtained her PhD in education at the University of Jyväskylä in 2013. She is also qualified as a vocational special needs teacher, and holds an MA in foreign languages. Seija has practical experience of guidance from working as a career guidance and counselling practitioner, and from the school context, having worked as a special education teacher in a vocational school.

Anne Leppänen, Senior Lecturer

Anne Leppänen (MPhil) works as a Senior Lecturer in Career Counselling Education at the School of Professional Teacher Education of JAMK University of Applied Sciences in Jyväskylä, Finland. Her main responsibility is training future career guidance and counselling professionals, both at schools and at One-Stop Guidance Centres, situated all over the Finland. During the years she has worked as an expert in several international projects in the field of guidance and counselling. At this moment her main task is to educate and coach One-Stop Guidance Centres´staff in the field of multidisciplinary teamwork and career guidance.

Anne Leppänen is also qualified as a career counsellor, and has more than 20 years’ experience as a Lecturer and Senior Lecturer in Finnish language both in vocational education and in a university of applied sciences, in both youth and adult education.

Most of her tasks have always included developmental elements, which is key scheme in her career.

Päivi Kauppila, Senior Lecturer

Päivi Kauppila, M.Ed., works as a Senior Lecturer in JAMK University of Applied Sciences in School of Professional Teacher Education. Her field of expertise includes implementing Professional Teacher Education and Study Counsellor Education in JAMK. She has organized and implemented various development programs and in-service training programs for teachers and counselling practitioners.

Kauppila has also practical experience in working as a study counsellor, and she has been active in developing the guidance and counseling services and service system in JAMK.

KL - Local Government Denmark (KL) is the association and interest organisation of the 98 Danish municipalities. Below you can read about our organization, the municipal responsibilities, our EU relations, and more.

EUK (Unit for education and vocational guidance in the municipalities) is an independent unit whithin KL, which works to bring young people into position for education and work, as well as supporting and documenting the development of the professional education and vocational guidance field. Working closely with all 98 Youth Guidance Centres in Denmark, and being part of KL, EUK works with all announcements, legislative proposals and legislative changes that directly or indirectly affect educational guidance. KL/EUK is represented in all policy groups, appointed committees, working groups etc. addressing issues on (premature) school leaving, youth guidance, transition from compulsory school to youth education, prepatory educational programs, special programs for NEETs, etc.

EUK also works consistently and concretely with developing youth guidance: dissemination of research and achieved knowledge, methods and tools, skills developement of youth guidance counsellors. Platforms: development projects, knowledge database and seminars/conferences/workshops.

Within the metaphorical framework “YouthWork” EUK develop, correlate and implement development projects. Experiences, knowledge, products are systematized, correlated and disseminated; forms the basis for EUK's external policy work whitin KL and internal development work with the youth guidance centers.

The key persons from EUK to be involved are:

- Mrs. Pia Vigh, EUK; preparation and organisation of the basis for all policy work and strategic work, leading all development projects and managing the necessary operation of all dissemination and communication work. Pia Vigh has worked professionally on management level with formulating policy and strategies in areas of humanities for more than 25 years.

As Denmark’s second largest university of applied sciences, VIA University College (VIA) develops and offers a variety of accredited programmes. VIA employs approximately 2100 staff – academic and non-academic. VIA consist of eight campus geographically dispersed in the Central Denmark Region. With more than 18.500 full-time students, we offer more than forty educational programmes across eleven departments within six professional main fields:
