Tender for Framework Agreement for provision of Technical Assistance services to the Danish Energy Agency Energy Country Programs and Projects

Question #1:

In the excel file for Resource base, it says in line 6 “Present employer (insert number from Appendix 3c)”. I can’t find appendix 3c.

Answer #1:

Question #2:

In the excel file for Key Personnel and the file for Resource base China is mentioned twice under Work Experience and India is missing.

Answer #2:

It is an error, that China is mentioned twice in these documents. The second mention of China should be replaced with India in both documents. Corrected documents have been uploaded, but it is also possible for the Tenderers to just correct the appendices accordingly in case, the Tenderers have already filled them out.

Question #3:

In relation to the prequalification process for Tender for Framework Agreement for provision of Technical Assistance services to the Danish Energy Agency Energy Country Programs and Projects can you please clarify which countries are the focus of the attention for the overall contract.

Answer #3:

The size of the expected assignments is described in Annex B, section 10. However, in the

evaluation it is the overall response of the various appendences under each quality criteria ((a) Key Personnel, b) Resource Base, and c) Energy Modelling and Analysis) that will be considered as a whole. Thus, all the countries mentioned in Annex B will be the focus of attention (as well as potential new partner countries)

Question #4:

There is a contradiction between the contract notice and the terms of reference in that Vietnam and China appear in the Terms of Reference but not in the contract notice. We are also aware that Vietnam and China are already included in another ongoing tender process.

Answer #4:

The Contract Notice does not reflect the content of the entire Tender Document. The details of the Tender are shown in the entirety of the Tender Documents, published on the DEA

technical-assistance-services.

The reason why Vietnam and China are not stated in the contract notice is that they are primarily intended as potential users of the DEPP II framework agreement. Only assignments which are not covered by the DEPP II Framework Agreement will be covered by this tender. However, since neither this nor the DEPP II Framework Agreements are binding Framework Agreements, it is not possible to accurately predict the actual use of these in detail. It should further be stressed, that the Framework Agreement also includes the possibility that new partner countries could be included in the Framework Agreement.
