Building upon the success of its initial phase of support in the evaluation of climate change policies, during 2016-2017 the Mexico-Denmark Climate Change and Energy Program (CCMEP) accompanied INECC´s Evaluation Coordination in the adoption and implementation of the overall approach and Theory of Change for evaluation of national climate change policies. It has fostered a process resulting in the adoption of guidelines and criteria for climate policy evaluation by the Intersecretariat Commission for Climate Change (CICC), by the Climate Change Council, and by the National Institute of Statistics and Geography (INEGI). The guidelines are developed in synergy with the Performance Evaluation System implemented by the Ministry of Finance in Mexico and CONEVAL. The outputs provided the necessary thrust for implementation of the first-ever climate policy evaluation exercises: an evaluation of the federal budget for climate change in Annex 16 (Anexo Transversal de Cambio Climático AT-CC), and the evaluation of the Special Program on Climate Change (Programa Especial de Cambio Climático PECC 2014 – 2018).

A strategic evaluation process was implemented looking at the design and implementation of the Annex 16. The CCMEP provided international and national technical support to INECC through the delivery of this effort to the Mexican Congress (expected mid-June, 2017).

The CCMEP also supported the process to analyse recommended practices at international and national levels, seeking to implement a mechanism to follow-up on results and recommendations stemming from evaluations of the Coordination of Evaluation.

OUTPUTS:

 Adoption of of Theory of Change approach for Mexican CC policy;

 Relevant Danish and EU Member State best practices and lessons learned have inspired the evaluation processes;

 Official adoption of climate policy evaluation guidelines and criteria;

 Proposal of a mechanism to follow up on evaluation recommendations;

 Technical assistance for implementation of the evaluation of the climate change annex of the federal budget (Annex 16) .

OUTCOMES:

 Through workshops, working sessions and continous dialogue, the Coordination of Evaluation and its secretariat at INECC have been enabled to perform the first specific climate policy evaluations in Mexico, and the co-operation has resulted in legitimacy and authority of the Coordination of Evaluation.
